The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The Operations and Management Directorate (OMD) is managed from SPC’s headquarters in Noumea, New Caledonia and provides corporate services to all SPC divisions and programmes. It consists of three key teams: Finance, Human Resources and Information Services. OMD focuses on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services. As such, the Human Resources (HR) Department is an integral part of OMD.
The role– The Senior Human Resources Adviser – Projects will work closely with the HR director and advisers in all locations, including the Deputy Director-General in Noumea, to provide technical expertise in facilitating and implementing a review of SPC HR policies and, where applicable, staff rules and regulations.
The successful applicant will be responsible for the following key areas:
- Reviewing, drafting and updating SPC’s HR policies to international organisation best practice standards, and proposing amendments to SPC’s Staff Regulations as needed;
- Liaising with the HR Director and SPC’s legal counsel to ensure HR policies align with Staff Regulations;
- Develop a consultation approach to ensure stakeholder feedback is captured and reflected in the HR policies;
- Assist the HR Director with the preparation of policies for approval by the Executive;
- Develop in consultation with the HR team an implementation plan, including an education roll-out plan; and
- Other ad hoc HR projects as advised by the HR Director.
Key selection criteria
Qualifications
- A bachelor’s degree in human resource management with demonstrated experience at an international level
Technical expertise
Demonstrated experience in capacity development in the areas of organisational development, policy review and writing, and change management
Keen attention to detail with proven experience in employment relations legal frameworks with strong policy writing skills
Previous success in a similar role
Demonstrated experience working in the Pacific Islands region and/or similar development contexts preferred
Excellent oral and written communication skills, including report-writing skills
Salary, terms and conditions
Required starting date– This position is available immediately.
Contract duration– 3 months
Remuneration– The Senior Human Resources Adviser – Projects is a Band 12 position in SPC’s 2017 salary scale, with a starting salary range of SDR (special drawing rights) 4,497–5,526 per month, which converts to approximately XPF 673,955–828,146 (USD 6,251–7,681; EUR 5,686–6,987). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
Languages– SPC’s working languages are English and French.
