The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division is located at SPC’s headquarters in Noumea, New Caledonia, and comprises the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). The Oceanic Fisheries Programme provides scientific support for the management of fisheries for tuna and associated species, with a strong focus on stock assessment and modelling, fisheries monitoring, data management and ecosystems management.
The role–TheSenior Analyst Developer operates within the Data Management Section of the Oceanic Fisheries Programme. The position is responsible for undertaking database system development within OFP, in collaboration with other OFP developers.
The main responsibilities are designing, developing, maintaining and implementing modules of fisheries information and database management systems for member countries of both SPC and the Western and Central Pacific Fisheries Commission (WCPFC).
Some in-country work is expected to be undertaken in collaboration with counterparts from the Pacific Islands Forum Fisheries Agency (FFA) and the Office of the Parties to the Nauru Arrangement (PNAO).
The key responsibilities of the role include the following:
Design, develop and maintain modules of national fisheries database management systems data (approx. 60%)
Internal database management systems (approx. 15%)
Provide regional oceanic fishery data management services for WCPFC, FFA and PNA (approx. 15%)
Capacity building of SPC members (approx. 10%).
Key selection criteria
1. Qualifications
• Tertiary degree in Information technology.
2. Technical expertise and essential skills
• At least five years’ experience in systems development, including at least two years’ demonstrated experience developing web applications using a JavaScript framework (ideally AngularJS) and C#
• At least five years’ experience developing and maintaining large-scale relational database management systems, ideally using MS SQL SERVER
• Experience working as an analyst, particularly working with clients to meet their information system requirements
• Good communication skills
• Ability to work and travel in a multicultural and multilingual environment
• Good knowledge of networking, network hardware and operating systems
• Experience with Geographic Information Systems (GIS).
Salary, terms and conditions
Required start date– This position is available immediately.
Contract Duration– 3 years
Remuneration– The Senior Analyst Developer is a Band 11 position in SPC’s 2017 salary scale, with a starting salary range of 3,951–4,842 SDR (special drawing rights) per month, which currently converts to approximately XPF 592,075–725,668 (USD 5,491–6,730; EUR 4,995–6,122). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
