Kyrgyzstan: Program Officer, Bishkek

Position Summary

The Program Officer will be responsible for leading the development of training-sessions on human rights, organizing policy forums, supporting sub-grantees in designing rapid initiatives, and connecting all of these activities to appropriate activists and government institutions to support human rights in Kyrgyzstan.

The Program Officer will be a position under the USAID-funded Strengthening Human Rights in Kyrgyzstan program. The position will report to the Organizational Development Specialist in Bishkek and will be based in Bishkek with regular travel to Osh, and to other areas of Kyrgyzstan.

*Thisposition is contingent upon funding.\*

Minimum Qualifications

  • Bachelor’s degree from an accredited university in a related field; Master’s degree desired.
  • Minimum 4 years of experience working in the field of human rights or civil society sector
  • Advanced written and oral English and Russian language skills are required
  • Proven experience in developing and implementing training-sessions and/or other programmatic events
  • Knowledge of commonly-used concepts, practices, and procedures within democracy and human rights international development community
  • Ability to develop excellent relationships with the human rights community in Kyrgyzstan, including the Government of Kyrgyzstan, donors, civil society, activists, international organizations, and others
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
  • Excellent negotiation, conflict prevention and resolution skills, as well as the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests.
  • Experience or general understanding of sub-grants management will be an added advantage
  • Knowledge of Kyrgyz and/or Uzbek will be an added advantage
  • Entrepreneurial spirit

Some Duties and Responsibilities

  • Develop modules for training-sessions on human rights
  • Implements Human Rights Schools, including: developing the content and agenda; selecting participants; planning and logistics; and procurement of goods and services
  • Develops and Implements awareness campaigns to observe or celebrate public holidays and social marketing campaigns with human rights themes
  • Implements policy forums, including: selecting appropriate themes; facilitating the forum; planning and logistics; procurement of goods and services; evaluation and reporting of event.
  • Works with sub-grantees to develop rapid, effective, and compliant responses to human rights challenges
  • Relieves sub-grants manager when absent
  • Oversees relationship with media-partners
  • Works with Communications Officer on communications for human rights
  • Assists with planning and logistics for training-sessions for government partners
