The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). CFP’s goal is to ensure that inshore fisheries, nearshore fisheries and aquaculture in Pacific Island countries and territories are managed and developed sustainably. The programme assists governments and administrations to develop scientifically informed and socially achievable coastal fisheries management policies and systems (national and community-based). It provides a regional framework for sustainable aquaculture, including planning, research and development, and trade, for Pacific Island governments, the private sector and other stakeholders. It assists in developing sustainable nearshore fisheries in Pacific Island countries and territories to provide food security, sustain livelihoods, promote economic growth and assist climate change adaptation.
The role–TheDeputy Director – Coastal Fisheries will provide leadership, management and technical oversight of the Coastal Fisheries Programme through the two Section Heads, the Coastal Fisheries Economist and Coastal Fisheries Information and Database Manager. The role will ensure that the annual work plans for the programme are in line with the FAME Business and SPC Strategic Plan, are fully implemented within budget, adhere to all SPC policies and procedures, and address the needs and priorities of the members.
The position is also responsible for resource mobilisation and reporting to donors to ensure adequate funding is available for the Coastal Fisheries Programme to operate successfully now and in the future, including expansion of coastal fisheries science in line with SPC’s priorities under the Pacific Community Centre for Ocean Science (PCCOS) initiative. The key responsibilities of the role include the following:
1 - Leadership, management, reporting and technical oversight of the work programme of the Coastal Fisheries Programme
• Coordinates with Section Heads, MEL team and other direct reports, input form members and others for strategic planning, annual work plans and work plan reports for the CFP consistent with the FAME Business Plan.
• Oversees the implementation of the SPC staff performance planning and management system for the CFP.
• Participates and coordinates CFP inputs to joint country missions and strategies, including the costing of activities and the reporting back to countries.
• Oversees and/or takes the lead on donor reporting for projects with assistance from the MEL team to meet donor requirements and timelines. • Takes the lead on strengthening and expanding coastal fisheries science capacity in line with the SPC priority PCCOS initiative.
2 - Resource mobilisation, budgeting and finances in general
• Pursues funding options for different projects for the CFP and develop proposals.
• Assists the Director and/or taken the lead in developing larger multi-agency funding proposals with a CFP component
• Develops the annual core, programme and project budgets and narratives for the CFP including cost recovery of staff time in collaboration with the Director.
• Ensures adequate funding is available for the implementation of the annual work plan.
3. Implementation of assistance to members by the CFP
• Oversees the implementation of the annual work plan for the CFP including participation in the monthly FAME Senior management Team meetings.
• Undertakes specific technical assistance assignments in-country as required.
• Oversees the implementation of specific coastal fisheries projects, e.g. MFAT Coastal Fisheries Governance project and of the EU-funded Pacific EU Marine Partnership (PEUMP) project.
4. Promote inter-agency networking and cross-sectoral collaboration in coastal fisheries
• Develops, supports and maintains links with other CROP agencies and NGOs in regard to marine issues
• Attends and presents at global forums and advocates on behalf of the Pacific region sectoral interests
• Develops and promotes collaborations with other programmes within SPC on issues such as food security, small-scale livelihoods, climate change adaptation etc.
5. Communication of CFP work
• Contributes and coordinates the CFP’s input to Divisional and Corporate publications, such as annual reports, programme reports, Divisional reports for CRGA and the Coastal Fisheries Report Card to Leaders.
• Oversees the maintenance and updating of the SPC Coastal Fisheries Programme Web Portal as a key information sharing mechanism
• Promotes the PCCOS initiative to raise the profile of coastal fisheries science.

Key selection criteria
1. Qualifications
• Post graduate qualification or equivalent in fisheries, natural resource management, coastal fisheries science, resource economics or a related field.
2. Technical expertise
• At least 15 years’ experience in aquaculture, fisheries science, development or management, preferably in the Pacific region.
• At least 10 years’ experience in regional project or programme management, including team leadership and staff supervision.
• Demonstrable report-writing skills (examples or publications list should be provided) in English.
• Demonstrable financial management skills including resource mobilisation and the development of large and small funding proposals.
• Good judgement, particularly in maintaining working relationships both with colleagues and within SPC partner organisations and individuals, without compromising organisational objectives.
• Able to translate broad Divisional direction into detailed activities.
• Experience working with PC systems and MS Word, Excel, and PowerPoint software.
3. Language skills
• Excellent communication skills in English (oral and written) and experience of presentation of management advice to audiences at many levels.
• A good level of French will be considered as an advantage.
4. Interpersonal skills and cultural awareness
• Good interpersonal skills and good at working to deadlines.
• A team player, with the ability to network and work effectively in a multicultural setting.
• Cultural sensitivity and a demonstrated understanding of developing country environments.
• Knowledge of Pacific Island countries and territories is an advantage.
Salary, terms and conditions
Required start date– This position is to be filled as soon as possible.
Contract Duration– This position is budgeted for three years and is subject to renewal for three years depending on performance and funding.
Remuneration– The Deputy-Director Coastal Fisheries is a Band 14 position in SPC’s 2018 salary scale, with a starting salary range of 6,014–7,421 SDR (special drawing rights) per month, which currently converts to approximately XPF 887,422–1,095,075 (USD 8,299–10,241; EUR 7,437–9,177). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).
