About Policy Innovation Facility

The Policy Innovation Facility (the Facility) aims to build capacity in Kyrgyzstan and Tajikistan to formulate and implement economic policy reforms. This initiative will develop a high capacity facility to help the governments of both countries to solve their strategic as well as some burning tasks in the following areas: trade and investment policy, private sector development, access to finance, business environment reforms, and support of key sectors.

The Facility through its networks of international and local consultants will support the Government champions (ministries and agencies) in providing a tailored advice and assisting in implementing different high-profile types of assignments, which will become the Facility’s projects. The Facility will help to ensure that the wide range of efforts aimed at implementing commitments all adhere to high standards of rigor and credibility. It will also help ensure that progress toward such commitments is assessed, reported, and communicated in generally comparable ways, thus enabling tracking and management of outcomes across the country and/or relative to national targets.

Objective of the project

The project will provide technical assistance in developing a digital system for the monitoring and evaluation of indicators in the National Development Strategy 2018-2040 of the Kyrgyz Republic ( M&E Digital System). Indicators and respective milestones are to be executed by national and subnational government institutions (with the focus on the Strategy’s milestones and indicators). The system is planned to be further utilised by the President’s Office and Central Government for tracking Strategy implementation and adjusting timelines and indicators as needed.

Scope of the project

The project will include research and analysis of current business processes in state executive bodies and developing recommendations/solutions for M&E Digital System. The assignment will consist of number of consultations prior to creating a system and further concurrence with the government and presentation to key stakeholders.

Responsibilities include:

  • Provide on-going advice and technical assistance to successfully review and analyse policies, regulations and business processes for strategic planning and monitoring across developed countries including from digitalisation perspective in close consultation with the Facility team;
  • Develop high quality digital M&E methodology and system for effective implementation of the National Development Strategy 2018-2040 of the Kyrgyz Republic effective functioning of the system including an M&E tracking tasks execution by Kyrgyz national and subnational government institutions (with the focus on the Kyrgyz National Strategy’s milestones and indicators) ;
  • Develop design and solutions for monitoring businesses’ inquiries (e.g. regulatory, tax and non-tax payments, customs fee, export procedures, etc.) including a feedback tool;
  • Work with Government and group of local consultants in managing delivery of the assignment.

Overall requirements for the international consulting firms:

  • At least 10 years professional experience in the development and operationalisation of Monitoring and Evaluation systems and/or similar projects in developing countries;
  • In-depth understanding of practices and methodologies for digital M&E system implementation with Government institutions;
  • Proven track record in designing and implementing digital M&E projects in CIS countries will be an added advantage.
  • Good understanding and knowledge of business processes in the government institutions is highly desirable.
  • Strong communication skills to successfully interact with both national and local government interlocutors, community focal points and key international stakeholders.

Overall requirements for individual consultants:

  • Advanced degree in business administration, economics, ITC, project management or other relevant field;
  • Relevant work experience in building relationships and working with government entities, business associations and private sector;
  • Proven track record in delivering similar assignments;
  • Proven experience in digital systems design and implementation for government institutions;
  • Experience working in CIS is a strong asset;
  • Proficient in English; knowledge of Russian is a strong asset;

Duration of the assignment: 5 months
