POSITION SUMMARY:
Winrock International is currently recruiting for a full-time Project Associate to support the implementation of counter-trafficking in persons (TIP) project activities with special focus on prosecution as well as project activities on prevention and protection. The Project Associate will be primarily responsible for planning and implementing activities related to increasing prosecution of TIP cases in the Kyrgyz Republic under the USAID Safe Migration project. The Safe Migration in Central Asia project is a 5-year USAID-funded project implemented in Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan by Winrock International. The project uses evidence-based practices and cross-border connections to strengthen the mutual accountability and effectiveness of governments, NGOs, and the private sector in their efforts to prevent trafficking-in-persons, protect survivors, promote safe migration, and increase prosecution in the Kyrgyz Republic. roject is a 5-year USAID-funded project implemented in Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan by Winrock International. ESSENTIAL REPONSIBILITIES:
- Plan and implement project activities on TIP prosecution, prevention and protection;
- Provide inputs for the project’s annual workplans, narrative reporting, and deliverables;
- Develop and implement strategies for working with government entities, civil society, and other actors to improve prosecution and assist in communicating with stakeholders;
- Work with consultants to develop, deliver and update specialized support and training in victim-centered investigative approaches to criminal justice system actors (prosecutors, judges, lawyers and other actors);
- Support capacity building of stakeholders through facilitating meetings, workshops, study circles, and trainings for reducing and addressing TIP;
- Coordinate with Country Coordinator on awareness raising campaigns to include relevant information on reporting channels for TIP
- Support relevant sub-grantees in implementation of their activities in accordance with Winrock International and USAID rules and standards;
- Support the development and the dissemination of handouts, leaflets, case studies and other relevant materials for workshops and training sessions;
- Support implementation of country-level activities and research activities, including managing logistics and providing administrative support;
- Provide support as needed for procurement matters;
- Draft and translate relevant project documents, oral translation during meetings, seminars, etc.
- Maintain timely and accurate records of all activities and update relevant documents and databases;
- Collect and verify required data and information and work with Monitoring, Evaluation, and Learning Manager to report this data;
- Other duties as assigned.
Qualifications:
- Bachelor’s Degree in law, human rights, public policy or related field is required, Master’s Degree or Juris Doctorate preferred.
- Minimum three years of relevant professional experience in a development sector program (INGO, UN, or USAID preferred).
- Experience working with state agencies, particularly in the area of criminal justice, strongly preferred.
- Expert knowledge of TIP and human rights within the Kyrgyz context required;
- Experience working on TIP, access to justice and human rights issues in the Kyrgyz Republic strongly preferred;
- Organized, detail-oriented and able to multi-task to meet deadlines;
- Flexible, self-motivated and able to work with little supervision; and
- Strong interpersonal skills and ability to work in teams and multi-cultural environments.
LANGUAGE:
Fluency in English, Russian, and Kyrgyz required.
