Chemonics seeks a grants and procurement manager for the ongoing USAID Kyrgyz Republic Agro Trade Activity in Osh, Kyrgyz Republic. The project will support job creation, strengthen value chains (VCs), and improve the business enabling environment through interventions that boost productivity, upgrade processing, build international business-to-business (B2B) linkages, facilitate access to finance, and support private sector–informed policy reform. The grants and procurement manager will manage the grants and procurement processes of the Activity including compliance with US Government rules and regulations. Specific tasks include management of grant, procurement, and budget processes in the Field Office (FO). S/he will work closely with the operations manager and the accountant in the office to ensure that FO and grant activity and procurement expenses are incurred and properly justified according to corporate field accounting policies and US government procurement regulations. Responsibilities include:
- Assist in the design, development and implementation of the Activity’s grant-making and grants management policies, procedures, and practices, in coordination with the grants and finance director and other technical and support staff
- Assist in evaluating grant concepts, proposals and grant agreement/award documents to ensure adherence to established grants management policies and best practices
- Ensure proper negotiation of the terms and conditions for Activity grants (both cash and in-kind) and review and analyze budget estimates (for cash or in-kind grants) for allocability, reasonableness, and consistency
- Review draft budgets before they are approved
- Ensure the proper preparation and execution of grant documents and grant disbursements consistent and compliant with USAID and Chemonics requirements, procedures and best practices.
- Documentation required includes negotiation memos, grant activity forms, required certifications and assurances, branding and marking plans, and others
- Ensure effective liaison between Activity staff and grantees, provide grantees with technical advice and assistance related to grants administration, including financial documentation and management, procurement requirements and implementation planning
- Work with grants and finance director and technical staff, and other staff as appropriate to develop and provide additional training for grantees if and as needed, such as in budget development and program coordination
- Prepare RFPs, RFQs, vendor selection, tenders, purchase orders, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures
- Negotiate and prepare contracts and purchase orders
- Coordinate bid evaluation and prepare summary reports for review and approval
- Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions
- Provide regular status reports to the finance and operations director
- Assist in developing and maintaining procurement-related documentation
- Assist the project to provide training to project staff on procurement policies and procedures
Qualifications:
- Knowledge of USAID grant rules & regs
- Minimum of three years of relevant project management and program coordination experience with experience managing grants for private sector, international NGOs or organizations with similar scopes of work required.
- Experience with implementing grants under contract programs and procurement on USAID projects preferred.
- Knowledge of USAID grant and procurement rules and regulations
- Management and administration skills including managing a team
- Experienced in reviewing and negotiating budgets, reviewing financial reports, preparing for, and monitoring audits of grantees, and file management
- Experienced in assessing organizational capacity and conducting capacity building training
- Resourcefulness with ability to apply judgement
- Communication and people skills, attention to detail skills
- Demonstrated leadership, versatility, and integrity
- Conversational proficiency in English and fluent Kyrgyz language skills
