1. The background to the project (Background):
This project is the second phase of a regional project that was launched in July 2017 by five partner organizationsworking with migrant workers in Armenia and Kyrgyzstan as migrant-sending countries and in Russia as migrant-receiving country, with financial support from Secours Catholique - Caritas France.
The second phase of the project started in September 2018 and will end in November 2021.Starting in the second year of the project, the five NGOs implementing the project in Armenia, Kyrgyzstan and Russia were joined by another partner organization in Uzbekistan. The project aims to protect the rights of migrant workers in Russia through the development of regional partnerships between organizations working with migrants in these countries.
At the time of the final evaluation, the third (final) year of the three-year project is underway. In this year of the project, it is also planned to evaluate and launch a knowledge management process as well as to carry out a final study on the impact of the project on improving the situation of migrants and their families. An interim project evaluation and baseline study were carried out in the first year of the three-year project.
2. The goal and objectives of the project:
The overall long-term goal of the project is promoting the realization of the rights of migrants in the Russian Federation in accordance with international treaties and conventions with a special focus on migrants from the Kyrgyz Republic, the Republic of Armenia and the Republic of Uzbekistan.
In order to ensure that the rights of migrants from the KR, RA and RU in the RF are implemented, the project works directly with migrants themselves, providing them with information on their rights and obligations, training them to defend their rights and providing legal assistance in cases where their rights are violated. The main objective of these activities is to encourage migrants to seek information about their rights and obligations in the host country before they leave, to strictly obey migration legislation upon arrival in the host country, and to protect their rights and those of other migrants in the host and sending countries. In the process, the most active migrants are identified for further involvement in the project and the activation of other migrants (Short-term Objective 1: Migrants and their family members actively protect their rights in the countries of destination and departure).
To reach out to migrants and assist them more effectively, the project strengthens the collaboration of all stakeholders at both local, national and cross-country level (Short-term Objective 2. Enhanced cooperation within the civil society, including organizations of migrants, state authorities, local governments, and international organizations in solving problems and ensuring the rights of migrants and their family members.

3. The main target group of the project:
l Migrant Workers (MW) who are in Russia for labor activity
l Migrant Workers (MW) who have returned temporarily to the country of origin and are going to leave again for Russia for labor activity
l Migrant Workers (MW) who were forced to return to the country of origin due to the Coronavirus pandemic and found themselves in a difficult life situation
l Migrant Workers (MW) who had strong intentions to migrate, but did not leave for labor migration due to the Coronavirus pandemic
l Potential Migrant Workers (MW) are those who have not been in labor migration, but have strong intentions to go or do not exclude leaving for labor migration in the nearest future
l Family members of all the above-mentioned migrants (FM).

The organization's office is located in Moscow, Russia. Full coverage of Moscow and the Moscow region. Project services are also available in all regions of Russia by phone and via the main social networks and messengers. In Bryansk, Vladimir, Irkutsk, Orenburg, Sverdlovsk, Tver region, St. Petersburg and Buryatia, the project services are available through volunteers trained by Tong Jahoni who counsel migrants and refer difficult cases to Tong Jahoni
Armenian Caritas
Project staff are based in the Yerevan office in Armenia. The head office is located in Gyumri. The project operates in 9 regions of Armenia through 7 Migration Resource Centres and 51 Regional Offices of the State Employment Agency of Armenia.
Resource Centre for Elderly (RCE)
The head office is located in Bishkek, Kyrgyzstan. Project activities are implemented in Osh oblast (Osh city), Jalabad oblast (Bagysh village), Talas oblast (Talas city) and Issyk-Kul oblast (Karakol city). Through social networks and the project website, services are available throughout Kyrgyzstan and in Russia.
Insan-Leilek
The head office is located in Isfana, Batken oblast, in Kyrgyzstan. Through social networks and messengers, the project services are available in other regions of Kyrgyzstan and some regions of Russia.
Community Integration
Project staff are located in Chui Oblast (Belovodskoye village) and Naryn Oblast (Atbashi village). The organization covers two districts in Chui Oblast (Sokuluk and Moskva districts) and two districts in Naryn Oblast (Naryn and Atbashy districts). Through social networks and messengers, the project services are available in other regions of Kyrgyzstan and some regions of Russia.
Barkaror-Hayot
The head office is located in Termez, Uzbekistan.
5. Aims and objectives of the final project evaluation and the assessment of the knowledge management process of the project
Aims:
(1) Evaluate and analyse to what extent the project objectives and results have been achieved, how sustainable the results achieved have been, and what impact the project has had on the main target group of the project;
(2) Evaluate and analyse project successes and problem areas, analyse the reasons for achieving or not achieving the planned results and make recommendations for future project planning for this project target group;
(3) Evaluate and analyse the effectiveness of regional partnerships in achieving project objectives and outcomes and make recommendations for strengthening them;
(4) Assess and analyse project coordination and project management processes, including the project knowledge management process, in terms of the extent to which these processes contribute to the achievement of project objectives and results and the development of the regional partnership and partner network, and make recommendations for improvements to these processes.
(5) Evaluate the SCCF Added Value
Has there been any added value to the project thanks to SCCF partnership (other than financial contribution)? What could SCCF do to better support its partners in the project?
How efficient and effective was the partnership and the coordination between implementing partners, and between the SCCF and all partners (financial support aside)
Was there experience sharing between SCCF and its partners teams during activity implementation?
Was there 2-way consultation taking place between SCCF and Its partners?
Objectives:
Evaluate the project according to the 5 main criteria (relevance, effectiveness, efficiency, sustainability, and impact)
Evaluate the role, performance and contribution of each of the project partners in achieving the project objectives and results and in developing the regional partnership;
Assess the knowledge management process of the project and, if possible, of each of the partners by analysing this process in the following three areas ;
(a) Staff/job positions, who should collect the necessary information and knowledge from the project, disseminate and retain this knowledge, and put it into practice;
(b) The processes by which knowledge (experiences, lessons learned, good practices, etc.) is generated, stored, organized, and disseminated within the project;
(c) Information (facts and data) that is transformed by the relevant staff into knowledge and applied in practice, with a particular focus on information relating to lessons learnt and best practices;
Identify gaps and make recommendations to improve project coordination, project management, including the knowledge management process with a particular focus on the identification, capture, dissemination and application of knowledge;
Identify and document key lessons learned and best practices from the project that could be used by the project management, could be of use to other partners or could be applied in other areas/regions, etc. It is suggested that lessons learnt and best practices in the following activities should be considered in the first instance
Assess the added value of regional partnerships in achieving project objectives and the extent to which they improve access to and quality of services for migrant workers and their families;
Assess the added value of the project among other similar initiatives in the field of migration, whether it is a good complement to the activities of other stakeholders and to what extent the project tries to coordinate its activities with other stakeholders;
Provide concrete recommendations on how to optimize activities and develop regional partnerships that could be taken into account in the design and implementation of a future migration project.
6. Scope of work and timetable
The estimated period of the final evaluation is 3 months, April-June 2021. The following is a table of the anticipated works and a timetable for the evaluation team:

7. Expected results (outputs**) and timetable for delivery:**
1) Detailed methodology for the Terms of Reference with indicative questionnaires for interviews/surveys and evaluation work plan by the end of the first week of the mission (by 7 April 2021);
2) Preliminary version of the report in Russian - until 16 June 2021.
Requirements for the report:
The report should be written using the format 1-5-30. The first page of the report should contain the recommendations; the next 3-5 pages should contain the Executive Summary and the next 25-30 pages should contain the full report. All questionnaires used during the evaluation should be attached to the report. The reportshould be well structured; the conclusions and recommendations in the report should be well-argued.
The final evaluation report should contain a separate section that will include: (1) the results of an assessment of the current state of the knowledge management process within the project and in each partner organization; (2) clear instructions and recommendations for introducing or strengthening the process within the project and within organizations, with a particular focus on information and data collection within the project in order to generate necessary knowledge, transfer of this knowledge, retention and application; (3) a summary of best practices and lessons learned from the three-year project; (4) recommendations on how to identify, share, retain and apply bestpractices and lessons learnt.
3) The final version of the report in Russian is due by 30 June 2021.
4) The final English version of the report is due by 15 July 2021.
8. Profile requirements
The competition is opened to consulting companies or registered Independent experts
With a university degree, master's degree (at least) in the social sciences: sociology, law, political science or other related sciences);
Proven experience (at least 5 years) in conducting project/programme evaluations and skills in conducting impact evaluations on the target group, using an interactive methodology, conducting interviews, developing questionnaires, etc;
Proven experience in civil society/NGO development and/or international development;
Proven experience in assessment or involvement in the knowledge management process;
Experience in labour migration is highly preferable;
Proven analytical and reporting skills in Russian and English;
Knowledge of the regions where the final project evaluation will take place (Kyrgyzstan, Uzbekistan, Russia and Armenia) is a strong asset;
Knowledge of Armenian, Uzbek or Kirghiz language is an asset
In case an evaluator meets most of the requirements but does not have knowledge of the region or does not meet any of the other requirements mentioned above, he or she can include in the team of evaluators another consultantor consultants who/which meet the remaining requirements. As some of the documents to be studied by the evaluators are written in Russian and as Russian is the main language of communication between the partners, having a Russian-speaking expert in the team is mandatory

Budget for the final evaluation:
The applicants may use a free format for the elaboration of the budget, with the only requirement that the honorariums of the evaluators and the budget for the evaluation are indicated separately in the budget. When working on the budget, applicants should take into account the fact that fieldwork in Kyrgyzstan, Armenia and Uzbekistan will require knowledge of local languages. If not available within the team, the costs for interpreters should be budgeted. All expenditure necessary and justified for the evaluation and indicated in the budget will be reimbursed upon the provision of the relevant financial documents supporting the expenditure.
The application requirements for the final evaluation of the project:
Candidates planning to apply for the final evaluation of the project may submit an application form in English in free format, but with a mandatory indication that these candidates meet the eligibility requirements, attaching a CV and reports on similar missions), a detailed description of the methodology, an updated timetable of work, and a budget for the evaluation. If the final evaluation will be carried out by a team of experts, their role in the Terms of Reference and their knowledge and experience in carrying out project and/or programme evaluations should be described. The contract will be signed with a Consulting Company or with only one registered independent Consultant representing the team. Only one payment banking address will be accepted
