Coordinator of the pilot regional programme: « Consolidation d’un réseau transnational d’ONG spécialisées sur les migrations de travail entre la Russie, l’Arménie, le Kirghizstan et l’Ouzbékistan (August 2021- January 2022)»

MISSION

The purpose of the mission is :

  • To coordinate the partnership of 6 organizations working together as a regional network specialized in labour migration and involving Russia, Armenia, Uzbekistan and Kyrgyzstan.
  • to facilitate their cooperation
  • to monitor the project from the field, in four countries.

The position can be based in Russia, Kyrgyzstan, Armenia or Uzbekistan.

MAIN OBJECTIVES

Under the overall responsibility of the Head of the Asia and Eastern Europe Department of the International Action and Advocacy Direction of the Secours Catholique - Caritas France,and having as referents the Desk Officer(s) for Armenia, Kyrgyzstan and Russia of the Asia and Eastern Europe Department of the the Secours Catholique - Caritas France, and working in daily cooperation with project partners: Caritas Armenia (Armenia), “Tong Jahoni” (Russia), “RCE-Resource Center for Elderly”, “Insan-Leilek”, “Community Integration” (Kyrgyzstan) and Barkaror Hayot (Uzbekistan) to ensure:

§ Coordination of the activities of 6 project implementing NGO partners in Armenia, Kyrgyzstan, Uzbekistan and Russia accompanying potential and actual labour migrants as well as their families/communities for safer and more informed migration.

§ Ensuring the effective cooperation and strengthening the network of 6 implementing NGO partners in order to improve the services provided to labour migrants in the countries of departure and destination (evaluation of the progress and interaction between partners).

RESPONSIBILITES

I. Coordination and monitoring project activities

  • Ensure appropriation by the project implementing partners of the reporting formats, both narrative and financial;

  • Collect progress reports (monthly-based) and intermediary and annual narrative/financial reports (6 months and 12 months) from project implementing partners and produce consolidated project narrative and financial reports to be submitted to Secours Catholique;

  • Set up a project Work plan (including monthly individual online/offline meetings with each partner and monthly project management team one-line conferences);

  • Monitor project progress against the indicators/results of the project (based on project logframe/theory of change) through regular contacts and participation in joint and major key activities in Armenia, Uzbekistan, Kyrgyzstan, and Russia. Joint activities include monthly meetings of the International Working Group based in Russia, monthly capacity building meetings for the project partners, quaterly regional on-line meetings with NGOs from four target countries of the project. The coordinator is welcome to suggest any visit he/she considers as relevant;

  • Participate in at least two key events conducted by each partners like: information meetings conducted for migrants jointly with other key state and non-state stakeholders, information activities for migrants conducted in airports and bus stations, consultation or legal assistance of beneficiaries, trainings for migrants, seminars/coordination meetings with the project stakeholders, Big Public Council meetings, and others to be determined in a work plan;

  • Formulate recommendations to the implementing partners based on the monitoring activities;

  • Support the project partners and Secours Catholique in improving the monitoring and evaluation system through the development of common checklists, tools and database;

  • Generate, especially in the project’s reports, the lessons learned throughout the project term to build on experience;

  • Prepare and facilitate the final project workshop with partners and other interested stakeholders (donors, government representatives) on project results and lessons learned.

  • In charge of the development of follow up project proposal based on the lessons learned, evaluation of the current needs and capacities of partners.

II. Ensure cooperation between the project partners and facilitate the partners’ networking

  • Ensuring the use of comprehensive and participative approach of project partners in realization of the project activities in order to achieve the main project objectives;

  • Maintain the constant communication/interaction, facilitating the sharing of experiences and difficulties between the project partners, by ensuring an effective circulation of information, including the use of the project web-site;

  • Encourage extra-curricular exchanges and developing deeper collaboration within the project network and outside;

  • Support the partners advocacy activities for labour migration issues among the project stakeholders through seminars, meetings and relevant events, as well as ensure that the follow-up of conclusions/decisions of these meetings is done by the partners;

  • Ensure a close monitoring and discuss important changes in labor migration policy and law enforcement practices on regular basis with the project partners and Secours Catholique France. Implementing partners are also expected to monitor such changes and circulate information through monthly reports, and relevant information are then shared every month during the project management team meetings involving all partners.

  • Oversee the project partners’ respect of the code of conduct and ethics and ensuring the accountability measures are in place;

  • Advise the project partners in the process of the development of the project Communication strategy and ensure its proper implementation.

III. Other

  • On behalf of Secours Catholique, participate on the national and regional meetings/seminars on labour migration which will take place in Kyrgyzstan/Russia, if relevant to the project;

  • Within arising/given opportunities, promote the project network with possible donor institutions for future financing of the project and its extension;

  • Help the project partners and Secours Catholique in preparing proposals for co-financing if/when the calls for funding are available.

DELIVERABLES

  • Support to the implementation of a workshop to take place in September 2021

  • Development of a new project proposal, by October 15th 2021

  • Consolidated Final narrative and financial report by January 31st, 2022.

COMPETENCES REQUIRED

Prerequisites

· Only duly registered independent consultant or employee of a consulting firm may answer.

· Due to frequent regional meetings, the consultant must live in one of the four countries of implementation (Russia, Armenia, Uzbekistan and Kyrgyzstan).

· Health, medical evacuation, accident and personal liability insurance is required.

· The mission will take roughly a part time between beginning August 2021 and end of January 2022; that means that the consultant will invoice in average around 16 days per month.

Academic

· Degree in management of development projects (Project cycle management, financial management…) or human and social science.

· Excellent knowledge of Russian (written / oral / comprehension) and English (or French) is required.

Experience

· A minimum of 5 years in humanitarian-development project management dealing project cycle management, survey, implementation, monitoring and reporting, and projects coordination.

· Demonstrated experiences in organizing and conducting training/workshop activities;

· Working experience on migration issues in Eastern Europe/CIS countries (projects, research, evaluation and others);

· Demonstrated experience in proposal writing and donor reporting.

· Knowledge and experience of working with local partners, in post-soviet countries.

· Proven ability to deal with multiple tasks in a courteous and service-oriented manner in a demanding working condition that often has short deadlines.

Skills

· Ability towards analytical and creative thinking for rapid solutions.

· Good facilitator with strong interpersonal and negotiations skills

· A team player with service oriented attitude

· Advanced user of software: Excel, Power Point, Word

· Strictly follow safety measures and code of conduct
