The Pacific Community (SPC) invites applications for the position of Canteen Manager within its Operations and Management Directorate. This position will be located at its headquarters in Noumea, New Caledonia.

The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.
The role – the Canteen Manager will manage the financial and commercial operations of the SPC canteen in accordance with relevant SPC policies and procedures
The key responsibilities of the role include the following:
Manage the financial operations of the canteen to ensure its financial autonomy
• As the canteen is not a part of the projects financed by the organisation, it must be managed in such a way as to ensure its financial autonomy.
• Software and systems available at SPC are used to ensure efficiency and effectiveness of recording Canteen transactions and maintain Canteen records and documents.
• Conduct regular and an annual inventory stocktake. Liaise with Finance and the external auditors and internal auditors to complete the required annual audit review.
Manage all commercial and administrative operations of the canteen as well as its staff
• Supervise the canteen assistant
• Managing administrative requests and clientele.
• Ordering merchandise – local and international suppliers.
• Obtaining the customs clearance of merchandise
• Receiving and checking all purchased merchandise
• Managing stock levels and minimising stock write-offs
• Paying supplier invoices (40-60 / month using the NAVISION accounting software from SPC).
• Ensuring the hygiene of the premises
Manage importation of goods and Petrol quotas
• The manager monitors compliance of all duty-free importations in accordance with the limits set down in the agreement on privileges and immunities entered with the New Caledonian government
• Control of available allowances before issuance of customs clearance certificates.
Manage monthly customer accounts and reporting to Finance
• Extraction in Excel of all customer accounts, transactions,
• Consolidation of accounts carried out by the manager then sent to the finance section.
• Liaise with Finance to ensure that staff expenditure through the canteen is managed to a level relative to their salary
• Where staff is requesting purchase of facilities for white goods on credit, a process is to be followed with Finance to ensure that Salary advance policy and Credit Sales policy are complied with
Other canteen related duties
• Engage with Procurement and Finance to identify opportunities to drive organisational cost savings through centralised purchasing
• Assist in the reviewing and updating Canteen policy, guidelines and procedures with Finance
• Assist in the preparation of the Canteen Budgets with Finance.
• Other duties as required by the Finance Director

Key selection criteria
1. Qualifications
• Diploma in business management, Procurement or Finance or equivalent experience
2. Technical expertise
• 10 years’ experience in running a store or business in a similar environment at diploma in business management, procurement or finance
Or
15 years of experience in running a store or business in a similar environment at equivalent experience level
• Experience in dealing with the customs services for the management of tax exemptions and quotas for a tax-free organization (such as SPC)
• Experience in using computer software and commercial and financial management.
• Respect the administrative and financial procedures of the Organization as well as the country's customs nomenclatures.
3. Language skills
• Proficiency in English and French
4. Interpersonal skills and cultural awareness
• Good interpersonal skills and ability to work in a multi-cultural environment.
• Knowledge of Pacific Island countries and territories is an advantage.
Salary, terms and conditions
Contract Duration – This vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.
Due to the current travel restrictions caused by the global COVID-19 pandemic, and the priority SPC places on its staff safety, health and well-being, please note that there may be delays in taking up the appointment. These matters will be discussed thoroughly with successful candidates. In most cases, any appointment and on-boarding would only commence when relocation to the duty station is permitted.
Remuneration – the Canteen Manager is a band 9 position in SPC’s 2021 salary scale, with a starting salary range of SDR (special drawing rights) 3,140-3,829 per month, which converts to approximately XPF 459,673-560,502 (USD 4,365-5,322; EUR 3,852-4,697). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8 % of salary, to which SPC adds a matching contribution).
