New Caledonia (France): Observer Data Audit Officer

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division has two programmes: Oceanic Fisheries and Coastal Fisheries. The Oceanic Fisheries Programme (OFP) provides scientific support for the management of fisheries for tuna and associated species, with a strong focus on stock assessment and modelling, fisheries monitoring (including analysis of data collected by onboard observers), data management and ecosystems management.

The role– The Observer Data Audit Officer will ensure the completeness and accuracy of regional observer data through developing and implementing audit systems to improve the quality of observer data at regional and national levels; assisting with management of national observer data, including capacity development of Pacific Island country counterparts in data quality control, and conducting audits of national observer data; assisting with management of the Western and Central Pacific Fisheries Commission Regional Observer Programme (WCPFC ROP) database; and conducting systematic reviews (i.e. audits/tests) of new versions of OFP-developed systems related to entry and management of observer data. The successful applicant must be able to demonstrate skills and experience in the following key result areas:

1.Observer database management systems– design and develop auditing systems for observer databases; develop and update documentation of systems and procedures relating to the audit process for observer data; and assist in developing and managing regional and WCPFC ROP observer data, particularly relating to data import and quality control.

2.Regional oceanic fishery data management services– assist SPC member countries to provide ROP data to the WCPFC; undertake quality control of data provided by member countries and the Forum Fisheries Agency (FFA) before import into the WCPFC database; and provide data quality control services to FFA with respect to observer data from FFA-managed sub regional programmes.

3.Fishery monitoring and data management support– develop observer database auditing systems for Pacific ACP countries; work with national counterparts to conduct audits of observer data management systems; assist members in providing observer data to SPC for processing; and support the development of observer debriefing processes.

4.Capacity building in member countries– deliver training to national staff on observer data quality control during in-country visits; cover data auditing in training attachments conducted at SPC headquarters; and contribute to regional tuna data training workshops.

Key selection criteria

1.Qualifications

  • Degree in Information technology or a related discipline

2.Technical expertise

  • At least 5 years directly relevant experience with a regional database management system, ideally Microsoft SQL Server

  • Advanced level of expertise in SQL language

  • Demonstrated experience in database quality control

3.Essential skills

  • Excellent approach to teamwork and collaboration

  • Experience in training counterparts

  • Excellent communication skills (oral and written)

  • Ability to undertake overseas assignments (sometimes under difficult physical conditions)

4.Language skills

  • Proficiency in English, with a working knowledge of French being an advantage

5.Interpersonal skills and cultural awareness

  • Cross-cultural skills and ability to work with team members from different cultural backgrounds.

Salary, terms and conditions

Required starting date– January 2017

Contract duration– This contract ends in December 2019

Remuneration– The Observer Data Audit Officer is a band 10 position in SPC’s 2016 salary scale, with a starting salary range of SDR (special drawing rights) 3,355-4,098 per month, which converts to approximately XPF 506,270–618,314 (USD 4,664–5,696; EUR 4,242–5,181). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
