Description:
International Resources Group (IRG), an Engility Company, seeks a Deputy Chief of Party (DCOP) for an anticipated USAID program.
The DCOP will be focused on operations. Oversees the overall finance, accounting, and contract and grants management functions of the project team. Responsible for all operations including administration, logistics, procurement, grants, budgeting, finance, compliance, and property. Provides support necessary to ensure that all program and technical staff operate within approved budgets and in compliance with applicable U.S. Government cost accounting regulations and IRG policies and procedures. Position is responsible for ensuring all procurement and grant processes are fair and transparent, reviewing financial compliance, and monitoring GUC and subcontract implementation.
This is a contingent position based on funding from the client.
Responsibilities include:
Oversees and manages finance, accounting, grants and contract management, and operations staff.
Ensures project expenditures are consistent with approved budgets, project contract requirements and U.S. Government cost accounting principles.
Oversees project accounts in accordance with IRG policies and processes and ensures that monthly project accounts and financial reports are submitted on time.
Ensures that project operations are in full compliance with local labor, tax and company laws.
Finalizes and submits field account replenishment requests.
Manages field staff payroll.
Prepares weekly/monthly financial performance reports highlighting: Budget status and ‘burn rate’ against the annual work plan and forecast; obligated funds, commitments and advances; changes in RFP schedules and/or contract modifications; and delays against delivery timetables as related to subcontracts, purchase orders, or grants.
Oversees the grant management process.
Monitor subcontractor terms of performance.
Lead annual trainings on financial and grant administration.
Other related duties, as appropriate.
Required Qualifications:
- 6-8 years of relevant, progressively responsible experience in the administration of similar international programs.
- Knowledge of USAID procurement and grants management rules and regulations.
- Practical experience in grants, contracts management and accounting.
- Knowledge of local procurement laws and regulations.
- Demonstrated experience managing project start-up and close-out as well as audit preparation, registration and deregistration.
- Evidence of excellent management, communication and organizational skills.
- Strong analytical and computer skills and demonstrated proficiency with relevant applications (i.e. Microsoft Excel, QuickBooks, various financial analysis platforms).
- Track record of attention to detail; adherence to highest ethical standards; and ability to manage timelines.
- Fluent English, Russian, and Kyrgyz required.
- Master’s degree in accounting, finance, business administration or a related field.
