The Pacific Community (SPC) invites applications for the position of Graphic Web Designer within its Operations and Management Directorate. This position will be located at its headquarters in Noumea, New Caledonia.

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.
The role – the Graphic Web Designer will have the following key responsibilities:
Supporting the Graphic Designer-Coordinator to project manage graphic and web design services
- Working with the Graphic Designer-Coordinator and the Publishing Coordinator-Team Leader to deliver high-quality scientific and technical publications and communication products.
- Liaising and working with a Preferred Supplier roster of freelance designers and illustrators.
- Provide ad-hoc graphic design support to graphics projects, including layout, finishing and quality control processes.
- Support the Graphics Coordinator in delivering workflow improvements and team/client training.
Establishing and managing a Preferred Supplier roster for digital and web design services at SPC
- Coordinate and monitor Preferred Supplier rosters for web designers and instructional designers.
- Ensure SPC’s quality standards are met and ensure contractual conditions and milestones are enforced.
Providing graphic and web design services and advice for SPC publications and projects
- Providing high-quality graphic and web design services and advice to SPC programmes, including concept development, design and layout for books, interactive reports, websites, toolkits and manuals.
- Delivering high-quality infographics and data visualisation tools for print/web publications.
- Developing and/or adapting conceptual diagrams and graphs illustrating scientific data depending on format.
- Keep up to date with changes in design and printing technology, and presentation formats.
- Awareness of accessibility features for graphic and web design
Supporting SPC’s visual identity and adhering to its publishing and information knowledge management policies
- Providing design and layout support for maintenance of SPC’s visual identity, advising programmes about these guidelines, and applying them in design work
- Maintains strong internal stakeholder relationships with SPC’s corporate communications team and informed about brand strategy, presentation and guidelines.
- Has a clear understanding of SPC’s publishing and information management policies and always adheres to them.

Key selection criteria
Qualifications
- A bachelor’s degree in graphic design, communication design or web design.
- Adobe-certified in InDesign, Illustrator, and Dreamweaver.
Technical expertise
- 10 years’ experience as a graphic designer with at least 2 years’ experience in web design.
- Demonstrable experience in the coordination of graphic and web design projects.
- Excellent knowledge of Adobe InDesign, Illustrator and Dreamweaver.
- Awareness of UX principles and approaches.
- Familiarity with HTML and CSS.
- Demonstrable experience creating infographics and using data visualisation tools.
- Excellent interpersonal skills and ability to communicate with clients in a service-orientated environment.
- Ability to work independently and within a team.
- Strong theoretical and practical knowledge of technical graphic design principles and elements.
- Knowledge of pre-press and printing design requirements.
Language skills
- Excellent communication skills in English.
Interpersonal skills and cultural awareness
- Knowledge of Pacific Island countries and territories is an advantage.
Salary, terms and conditions
Contract Duration– This vacant position is budgeted for 3 years and is subject to renewal depending on funding and performance.
Remuneration– the Graphic Web Designer is a band 9 position in SPC’s 2023 salary scale, with a starting salary range of 3,209–3,915 SDR (special drawing rights) per month, which currently converts to approximately XPF 486,099–593,079 (USD 4,300–5,246; EUR 4,074–4,970). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
Benefits for international staff employees based in New Caledonia– SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8 % of salary, to which SPC adds a matching contribution).
