Kyrgyzstan: Civil Action Manager

Palladium seeks a Civil Action Manager for its Support to the Parliament/Governance in Action (S2KP/GiA GiA) programme.

If you are energetic, pro-active, curious and eager to learn ways of "doing development differently," this job may be for you. S2KP/GiA has a duration of four years. Implemented by Palladium and funded by DFID, it will use politically smart and adaptive programming to promote inclusive economic growth in Kyrgyzstan. Palladium will work with the Kyrgyz Parliament, non-state actors, and Government to address the collective action problems that constrain inclusive economic growth. The main expected results of the programme are strengthened parliamentary systems and capacity, and more constructive engagement between non-state actors and the state on issues of policy, planning and budgeting related to inclusive growth.

Working under the Team Leader, the Civil Action Manager will take responsibility for output three 'Action to target citizens' priority needs including corruption and other constraints to inclusive growth'. She/he will coordinate coalition building between non-state actors on issues of concern and facilitate their effective engagement with parliament. This will involve facilitating a broad range of non-state actors including business associations and farmer groups.

The position will be based in Bishkek with travel to regions.

Specific responsibilities will include:

  • Helping to design and manage an effective workplan for output three related activities.
  • Facilitating groups of non-state actors to identify feasible strategies to address relevant constraints to inclusive growth, and then facilitating these groups to implement their strategies
  • Maintaining effective relations and lines of communication with non-state actors, including business associations. Designing, maintaining and updating a database of non-state actors.
  • Day-to-day management of relevant short term technical assistance
  • Working closely with the ME&L Advisor to ensure data is being recorded on the effectiveness of support to address citizen priorities
  • Active participation in quarterly strategic meetings to re-orientate programming if required
  • Evaluate performance of stuff under direct supervision on regular basis and during annual performance review. Discuss with staff strengths and areas for improvement.

Essential

  • A total of at least 5 years' relevant experience. Relevant experience includes work with Kyrgyz non-state actors such as business associations; and/or work with elected politicians and local officials to foster engagement and interaction with citizens.
  • Experience working with government officials in planning, policy or budgeting processes
  • Fluent in Kyrgyz, Russian and English.
  • Experience working on donor programmes to strengthen responsive government.
  • Word, Excel.
  • Bachelor's Degree in Economics, International Development, Public Administration.

Preferable

  • Excellent English language writing skills. (Please provide 1-5 page writing sample)
  • Experience working with DFID
  • Experience supporting processes related to the ability of parliamentary committees to scrutinise policies, budgets etc; and those related to engagement between parliamentarians and their constituents
  • Strong understanding of economic and social constraints to growth in Kyrgyzstan; familiarization with leading specialists in economic sectors and with leading donors organizations producing information about economic development in Kyrgyzstan.
  • Familiarity with database software and design and maintenance of database for program information.
  • Master's Degree in Economics, International Development, Public Administration.
