About us

The Equal Rights Trust (the Trust) is an independent international organisation which exists to combat all forms of discrimination and advance equality worldwide. We have projects in more than 40 countries and we pursue our objectives through advocacy, litigation, development of resources, and movement building.

The Trust has recently launched a new multi-country project which aims to support civil society and trade unions to monitor and improve the implementation of core UN human rights and ILO labour rights conventions in nine different countries. To support the first phase of this project, the Trust is recruiting a contractor in Kyrgyzstan to undertake desk-based research, assist with network-building and provide practical and strategic assistance to a fact-finding mission to take place in the first quarter of 2017.

The position is open to individuals, partnerships or organisations which are able to provide the services and meet the specification below. The position is offered as a fixed term, four-month assignment, though this is open to extension, depending on the outcome of the first phase of the project.

Services:

1.Preparation of Baseline Study

· Conduct a desk-based review and analysis of the recommendations made to Kyrgyzstan by the Committee on the Elimination of Racial Discrimination, the Committee on the Elimination of Discrimination Against Women and the Committee on the Rights of the Child, and the Committee of Experts on the Application of Conventions and Recommendations at the International Labour Organisation;

· Undertake desk-based research and a review of information produced by both government and non-government organisations relevant to the recommendations made by these bodies; and

· Prepare a 20-30 page study, in line with guidance produced by the Equal Rights Trust, identifying priority issues for the implementation of the identified Conventions.

2.Preparation of Stakeholder Assessment

· Conduct a comprehensive assessment of organisations and agencies – both governmental and non-governmental – which are involved in or have an interest in the implementation of one or more of the aforementioned conventions;

· Conduct a preliminary assessment of the capacities, needs and attitudes of these organisations; and

· Prepare recommendations for the conduct of an Equal Rights Trust fact-finding mission to engage with organisations identified.

3.Organisation of Fact-finding Mission

· Prepare, in collaboration with the Equal Rights Trust, an itinerary for the Equal Rights Trust fact-finding mission;

· Liaise and coordinate with civil society organisations, trade unions and others to plan and organise the itinerary for the fact-finding mission;

· Make all necessary logistical and practical arrangements for the successful conduct of the fact-finding mission.

Specification

Essential skills:

· Demonstrable knowledge of the implementation of ICERD CEDAW, CRC and ILO conventions in Kyrgyzstan,

· Extensive experience of working on human rights and / or labour rights issues in Kyrgyzstan,

· Demonstrable experience of advocacy, capacity-building or research on human rights, preferably focused on the rights to equality and non-discrimination,

· Extensive knowledge of, and excellent connections with, civil society organisations working on human and/or labour rights in Kyrgyzstan, and ability to build relationships, and influence, a diverse range of internal and external stakeholders,

· Demonstrable experience in engaging and liaising with a wide range of stakeholders including civil society organisations, legal experts, the media and political stakeholders,

· Demonstrable experience in conducting desk-based research on human rights issues,

· Demonstrable experience in conducting capacity assessments.

· Experience of convening and organising events for civil society organisations, government authorities and other political stakeholders,

· Excellent analytical and report writing skills in English and Kyrgyz,

· Based in, or willing to relocate to, Kyrgyzstan.

Desirable skills

· Knowledge of Russian.
