The Operations and Management Directorate (OMD) is managed from SPC’s headquarters in Noumea, New Caledonia. The primary role of OMD is to enhance the capabilities of SPC’s people, systems and processes. The directorate’s responsibilities include audit, risk management, financial accountability and human resource management across the organisation.
The role– The Procurement Officer will work within the Procurement, Grants, Risk and Assets Section of OMD, and will oversee the procurement and operational activities of the organisation to ensure compliance with procurement and other corporate policies and procedures. The key responsibilities of the role include:
1.Oversee implementation of procurement and consultancy policies, provide interpretation of policies and ensure compliance.
Work with the Suva-based procurement office and other country offices to ensure that administrative policies and procedures are implemented in a standardised manner.
Provide interpretation and guidance to staff on the requirements of the policies with regards to their procurement requests.
Provide documentation and support during internal and external audits.
Facilitate review and update of policies when required.
2.Review and approve purchase order requests, ensuring compliance with policies.
Review all purchase order requests to ensure compliance with policies and relevant documentation before approving it in the Navision system.
Review and approve new vendor entry requests.
Review, and process for approval of non-competitive procurement (NCP).
Provide reports on purchase orders and NCPs to management.
3.Facilitate major requests for proposal (RFPs) and tender processes.
Develop tender documents.
Facilitate advertising of tenders.
Manage the E-bid system.
Facilitate the establishment and approval of procurement committees.
Provide support and guidance to procurement committees during evaluation meetings.
4.Oversee contract management activities and registers for SPC Procurement and Consultancy Contracts.
Manage the contract register and RFP register, and allocate contract RFP numbers
Draw up contracts and issue contract numbers.
Assist in negotiating and finalising contracts.
When necessary, liaise with the SPC legal adviser on the review and finalisation of contracts or tender documents.
5.Oversee general administrative services of SPC Noumea and fixed assets management in line with the fixed assets policy.
Provide advice and guidance on SPC’s host country agreement with New Caledonia and SPC’s diplomatic and immunities entitlements.
Provide advice on customs and quarantine requirements.
Facilitate the implementation of SPC’s Asset Management Policy.
Manage Insurance claims relating to assets.
Key selection criteria
1. Qualifications
- Diploma in procurement or a related, relevant discipline.
2. Technical expertise
At least five years’ direct relevant experience in procurement.
Familiarity with New Caledonian customs regulations (quarantine, import and export regulations).
Experience in handling internal and external audits.
Experience in contract negotiation and management of preferred supplier agreements and tender documentation.
Demonstrated experience in providing sound guidance and support in relation to policy review and implementation.
Experience and knowledge of working within a donor-related environment is desirable.

Salary, terms and conditions
Required start date– This position is to be filled as soon as possible.
Contract Duration– This position is budgeted for 3 years.
Remuneration– The Procurement Officer is a Band 9 position in SPC’s 2016 salary scale, with a starting salary range of 3,020–3,679 SDR (special drawing rights) per month, which currently converts to approximately XPF 432,966–527,410 (USD 4,198–5,114; EUR 3,819–4,652). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.
