Purpose of the Assignment:
Providing administrative and Programme related support to UNICEF Programme and Operations sections in enhancing the Micro Assessment and Assurance Plan, assurance activities implementation and follow up on audit recommendation and observations related to HACT and PCAs .
Assignment Tasks:
Assist Operations and Programme sections in implementation of and follow up on audit recommendations related to HACT and collaboration with Civil Society Organizations:analyze and improve the timeliness of overall Programme Cooperation Agreement (PCAs) procedures;review all current PCAs and plan Micro-assessments in a risk-based manner;review the risk ratings of micro-assessments and check the accuracy of the records in the system;review all current PCAs and plan the frequency of spot-checks in a risk-based manner;review all current PCAs and plan audits in a risk-based manner;develop the check list for Micro-assessments, spot-checks and audits;verification of core values for all national CSOs based on information provided by the partner and maintaining the consolidated list of national CSO screened against core values;maintaining of all original documentation and electronic versions related to CSO partnership in a central location in the UNICEF office in accordance with the UNICEF record retention requirements;establishment of contingency PCA/programme documents that can be quickly activated in case of emergency;Revise the Micro-Assessment and Assurance Plan based on the revised RWP to ensure that all relevant implementing partners are included with a more realistic planned cash transfer amount;Rectify any errors in the Micro-Assessment and Assurance Plan and inaccurate risk ratings in the system;Review and confirm that the frequency assigned for micro-assessments and spot-checks are accurate. And clarify to accountable staff that assurance plans in MAAP are reviewed and/or monitored to ensure no misprints;In coordination with HACT focal point, ensure that programmatic visits are adequately planned in Micro-Assessment and Assurance Plans based on the established criteria, and monitored by Country Management Team based on reliable data;Contributes to implementation of the MAAP, working closely with implementing partners, contractors and Programme assistants in accordance with standard office procedures;Prepares background information for the assurance activities; ensures that assurance reports are filed accordingly;Performs other duties, as assigned.Expected Deliverables:

Qualifications of Successful Candidate:
Bachelor degree in social sciences, humanities or related field;5 years' experience in accounting clerical, logistics and general administration work;Knowledge and experience in the area of programmatic activities with international organizations;Experience with UN organizations in the area of HACT is required;Ability to quickly adapt to the new environment, flexibility and ability to work under tight deadlines and in the changing environment;Experience in the area of field monitoring;Ability to meet the deadlines with high quality products;Good communication and professional information sharing skills.To view our competency framework, please click here.
Language skills: Fluency in Russian, English; Kyrgyz is an asset.
