Abt Associates seeks a qualified Deputy Project Director to support the International Health Division in Kyrgyzstan.
Abt Associates, Inc., is recruiting a Deputy Project Director for its USAID-funded Defeat TB Project. The position will be based in the Bishkek office, with opportunity for travel to project sites within the Kyrgyz Republic. The five-year USAID-funded Defeat TB Project (2014-19) aims to reduce the burden of tuberculosis (TB) and stem the further development of drug-resistant TB (DR-TB), as well as to support equitable access to quality TB services for key population groups in the Kyrgyz Republic (KR) by strengthening the capacity and sustainability of the health care system.
The Deputy Project Director will work under the guidance of the Project Director to manage project implementation toward quality results.
Key Roles and Responsibilities
- Under the leadership of the Project Director, manage implementation of Project activities included in the annual work plan to ensure a joint approach toward reaching Project objectives.
- Supervise and monitor work of select Project technical staff (working on PMDT, Infection Control, ACSM, and other areas, TBD); ensure quality and timeliness of deliverables.
- Build capacity of individual staff and Project component teams and foster coordination between staff and teams. In coordination with Project Director, undertake steps to improve performance, as necessary.
- Actively engage with and closely coordinate the work of project sub-recipients; monitor their performance and provide organizational capacity building as needed.
- Oversee effective utilization of short-term technical assistance and ensure value-added contribution to project objectives
- Lead production of programmatic reports (quarterly, annual), annual work plans, and other programmatic reports; ensure quality and timeliness of these deliverables.
- Manage program archive, containing all project deliverables and final documents.
- Serve as focal point for USAID and national counterpart requests.
- Serve as a member of the Project’s Senior Management Team (along with Project Director, M&E Advisor, F&A Manager, and MDR Advisor) to set Project policies, review project performance against objectives, and address obstacles or opportunities in Project implementation to best achieve Project objectives.
- Carry out Project Director duties when the Project Director is on travel or leave.
Preferred Skills / Prerequisites
- Master’s Degree in Public Health, Management, or other relevant field.
- At least 7 years of relevant public health experience.
- Demonstrated supervisory experience, interpersonal communications skills, and problem- solving skills.
- Understanding of the Kyrgyzstan health system preferred.
- Experience in the management of USAID- funded programs preferred.
- Fluent Russian and English, excellent writing and editing skills; Kyrgyz language preferred.
