Abt Associates seeks a Management and Implementation Advisor to support the International Health Division in Kyrgyzstan.
Abt Associates, Inc., is recruiting a Management and Implementation Advisor for its USAID-funded Defeat TB Project. The position will be based in the Bishkek office, with opportunity for travel to project sites within the Kyrgyz Republic. The five-year USAID-funded Defeat TB Project (2014-19) aims to reduce the burden of tuberculosis (TB) and stem the further development of drug-resistant TB (DR-TB), as well as to support equitable access to quality TB services for key population groups in the Kyrgyz Republic (KR) by strengthening the capacity and sustainability of the health care system.
The Management and Implementation Advisor will work under the guidance of the Project Director and in close collaboration with the Deputy Project Director and Outreach Consultant to support a smooth transition to a new project management team, ensure collaboration between project teams, and ensure quality deliverables during the transition period. This position is envisioned as a short-term 3-6 month assignment.
Key Roles and Responsibilities
- Under the leadership of the Project Director, work hand-in-hand with the new Deputy Project Director to ensure understanding of Project activities included in the annual work plan.
- Collaborate closely with the new Deputy Project Director to help him/her develop systems to supervise and monitor work of select Project technical staff (working on PMDT, Infection Control, ACSM, and other areas, TBD); ensure quality and timeliness of deliverables.
- Support Deputy Project Director in building capacity of individual staff and Project component teams and foster coordination between staff and teams.
- Support Deputy Project Director in establishing relationships and engaging with project sub-recipients.
- Support new outreach specialist and Deputy Project Director in developing systems production of quarterly program reports and other deliverables.
- Support M&E Specialist in developing reporting on AMEP and quarterly report review.
- Support team building and establishment of strong channels of communications between technical staff, new Deputy Project Director, and Outreach Specialist.
Preferred Skills / Prerequisites
- Master’s Degree in Public Health, Management, or other relevant field.
- At least 7 years of relevant public health experience, preferably related to tuberculosis.
- Demonstrated interpersonal communications skills.
- Understanding of the Kyrgyzstan health system preferred.
- Experience in the management of USAID- funded programs preferred.
- Fluent Russian and English, excellent writing and editing skills; Kyrgyz language preferred.
