The M&E Director is responsible for guiding the overall design and implementation of the Agro Horizon M&E strategy and overseeing the database development in consultation with ACDI/VOCA home office M&E team. Key to this position will be management of the M&E functions that include data collection, analysis reporting and knowledge management for the purpose of learning and promoting accountability in project management. This will entail communication with the project team involved in M&E design and implementation. Critical to this position is setting up the M&E system and ensuring effective implementation by key stakeholders including the implementing partners. The M&E Director will champion learning as a critical function of M&E unit through various avenues such organizing review and reflection feedback sessions with all project stakeholders. The position is based in Bishkek with frequent travel to the field offices.

RESPONSIBILITIES:

  • Guide technical direction of the M&E approach and strategy in consultation with the Chief of Party and ACDI/VOCA headquarters based M&E support for the program.
  • Manage and guide the technical direction of the monitoring, evaluation, reporting and learning (MERL) approach and strategy in line with donor requirements and AV M&E policy.
  • Develop and implement Performance Monitoring and Evaluation Plans to include clearly defined indicators that reflect a causal model or results framework, operational protocols for collecting data and a system for the consistent and accurate collection, collation, analysis and use of data as well as clarity on the evaluation approach for outcome and impact level results.
  • Develop data quality standards and implement standard operating procedures to mitigate risk. Conduct periodic internal Routine Data Quality Assessments (RDQA) to assess the validity, reliability, integrity and timeliness of reported data and, where necessary, to make adjustments as per the data audit findings. Ensure accuracy and timely data reporting by working closely with partners and data enumerators by putting in place data collection and management procedures.
  • Review data collected by the M&E team and field extension agents working within all the Intermediate Results or Strategic Objectives and ascertain the quality of the data;
  • Carry out or guide the data analysis and preparation of quarterly Operational Reports and annual Results Reports that are submitted to the donor.
  • Integrate gender analysis into the M&E system both quantitatively and qualitatively;
  • Manage and oversee a technical team of cross-sectoral M&E staff and direct data collection activities of field-based personnel.
  • Ensure all project-related data is entered into CaPISC (the ACDI/VOCA global database) with gender and other levels of disaggregation to ensure that quarterly and annual reports reflect the same. S/he will ensure that project data are regularly backed up and secured.
  • Any other relevant tasks as assigned by the Chief of Party.

SUPERVISORY RESPONSIBILITIES: Yes

QUALIFICATIONS:

Proven supervisory and management skills. Strong communication, planning, and analytical skills. Bachelor’s degree (B.A.) from a four- or five-year college or university in business, economics, agricultural development or other relevant field required. Management of M&E in a USAID project required. Minimum 5 years of relevant experience. Ability to communicate (verbal and written) in English, Russian and Kyrgyz is required, proficiency in Excel and working knowledge of PC based word processing is required.

Additional preferred qualifications:

  • Team player with strong interpersonal and problem solving skills
  • Good people management skills
  • Excellent written and oral communication skills in English, Kyrgyz and Russian
  • Able to travel to rural areas (most frequently)
  • Full computer literacy.
  • Familiarity with statistical programs such as Stata and SPSS
  • Experience with innovative M&E approaches
