Description:

FHI 360’s Civil Society and Peacebuilding Department (CSPD) supports citizens to mobilize effectively to influence policy, improve lives, and build peace. CSPD works with civil society to increase its credibility, visibility and effectiveness, strengthens the leadership, capacity, and credibility of national and community-based organizations and helps increase the transparency of government agencies at all levels.

FHI 360 seeks qualified Chiefs of Party (COPs) for anticipated USAID civil society and peacebuilding programs in Kyrgyzstan. Examples of projects have aimed to incorporate the participation of citizens into decision-making processes and to engage civil society in monitoring and oversight initiatives. Support will be tailored to donor requirements and defined project activities as stipulated in the solicitation.

Job Summary / Responsibilities:

The COP is expected to oversee project teams and will be overseen by an FHI 360 Project Director based in Washington, DC. The COP will:

  • Provide overall program leadership, management, quality control, timeliness of deliverables, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures;
  • Oversee technical and operational functions for achieving the goals of the project;
  • Liaise with the USAID Mission, CSOs, government stakeholders, private sector and other local partners, as required by the project, to coordinate activities and facilitate monitoring and reporting of program objectives and achievements;
  • Serve as a primary point of contact with NGOs, the media, local government officials and other project stakeholders as needed;
  • Oversee the development of annual implementation plans, budgets and other USAID deliverables;
  • Identify issues and risks related to project implementation in a timely manner, and suggest appropriate program adjustments;
  • Manage and supervise the work of program personnel, subcontractors, and grantees, with a focus on core results, achievement of work plan and targets, and timely implementation;
  • Ensure that fundamental elements of safety and security management are fulfilled, as needed, including a basic level of training for all project staff.

Qualifications:

  • Bachelor's Degree required; Master's Degree in international development, political science, business, or a related field preferred;
  • Minimum 10 years of professional experience leading civil society strengthening and/or capacity development projects;
  • Knowledge of USAID policies and procedures;
  • Experience strengthening civil society networks, developing civil society capacity, and supporting health service delivery initiatives;
  • Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products;
  • Knowledge of the political, social, cultural, environmental and development context in countries of expertise;
  • Ability to lead multidisciplinary teams while developing a common vision;
  • Demonstrated leadership, versatility, and integrity;
  • Strong written and verbal communication skills in English required; Russian language proficiency preferred.
