The Pacific Community (SPC) invites applications for the position of Regional E-Reporting Technical Coordinator within its Oceanic Fisheries Programme located at its headquarters in Noumea, New Caledonia.

Description

The Pacific Community is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 20 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Fisheries, Aquaculture and Marine Ecosystems (FAME) Division includes the Oceanic Fisheries Programme (OFP) and Coastal Fisheries Programme (CFP). The Oceanic Fisheries Programme provides scientific support for the management of fisheries for tuna and associated species, with a strong focus on stock assessment and modelling, fisheries monitoring, data management and ecosystems management.

The role – The Regional E-Reporting Technical Coordinator will be primarily responsible for the coordination of technical advice and support throughout the region relating to E-Reporting and E-Monitoring (ERandEM) initiatives. The key responsibilities of the role include:

Fisheries monitoring and data management support for SPC members

  • Conduct evaluations (analyses and audits) to ensure data from ERandEM products that are aligned to the strict data format standards
  • Manage the region’s E-Reporting and E-Monitoring metadata standards documentation
  • Investigate potential new technologies for E-Reporting and E-Monitoring in Western and Central Pacific Ocean (WCPO) tuna fisheries
  • Provide technical support for ERandEM trials and behalf of SPC members
  • Act as the main technical focal point with relevant third party technical service providers for ERandEM globally

Regional ocean fishery data management services for The Western and Central Pacific Fisheries Commission (WCPFC), The Pacific Islands Forum Fisheries Agency (FFA), and Parties to the Nauru Agreement (PNA)

  • Provide regional and sub-regional agencies with standards for scientific data collected under ERandEM.
  • Capacity building for Pacific Community members
  • Design, delivery and organisation of training courses and resources for ERandEM systems for Pacific Community member countries

Key selection criteria

Qualifications

  • A degree in information technology or equivalent technical knowledge and experience in this field.

Technical expertise

  • A least five years of demonstrated experience using Structured Query Language (SQL), a relational database management system (RDBMS), preferably MS SQL Server
  • At least three years of demonstrated experience with C# or similar
  • Excellent written and communications skills
  • Demonstrated ability to produce and maintain technical papers and documents
  • A strong appreciation of the technical aspects of E-Reporting and E-Monitoring

Essential skills

  • Excellent oral and written presentation and communication skills, both at a technical level and in the preparation of information for the general public
  • Demonstrated history of scientific publications and presentations
  • Proven ability to meet project deadlines and manage conflicting demands

Language skills

  • Excellent English language skills, with a working knowledge of French being an advantage

Interpersonal skills and cultural awareness

  • A team player with strong interpersonal skills
  • Demonstrated ability to work with team members from different cultural backgrounds
  • Knowledge of Pacific Island countries and territories is an advantage

Salary, terms and conditions

Required start date– This position is available immediately.

Contract Duration– This position is budgeted for two years.

Remuneration– The Regional E-Reporting Technical Coordinator is a Band 10 position in SPC’s 2017 salary scale, with a starting salary range of 3,355–4,098 SDR (special drawing rights) per month, which currently converts to approximately XPF 502,847–614,167 (USD 4,663–5,696; EUR 4,242–5,163). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in NEW CALEDONIA. SPC provides subsidised housing in Noumea. Establishment and relocation grant, removal expenses, airfares, home leave, medical and life insurance, and education allowance are available for eligible employees and their recognised dependents. Employees are entitled to 25 days of annual leave and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC will add a matching contribution).

Languages– SPC’s working languages are English and French.
